How to make Admin Group twins?

Examples,someone have some Forum,then,they add the legends named "Administrator" and "Webmaster".Webmaster,i heard,the only one who can access the Administrate Control.But why Administrator can open the Administrate Control Panel too?!

Please answer this!I have to make it quick before someone in my forum was waiting!

you can make Administrator Group Twins by adding some new group named "Webmaster" and change the group order into 0
